### ELIGIBILITY

[The Council](/rhino-legends-v1.0/holder-incentives/the-council.md) members are allowed to vote in the polls we arrange. They can also propose plans for the appropriation of [Treasury](/rhino-legends-v1.0/holder-incentives/treasury.md) funds. Winning proposals will be selected and put up to a vote. If passed, the funds will be taken out of the treasury and spent accordingly.
